Unite to Help (UTH), Merrimack County’s Housing Security Guarantee Program (HSGP), Rental Guarantee Program (RGP) and Homeless Housing and Access Revolving Loan Fund (HHARLF) is administered by Community Services Council of New Hampshire (CSCNH) through a contract with the State of New Hampshire Bureau of Homeless and Housing Services (BHHS). All three programs are designed to prevent or end homelessness. The HSGP assists eligible individuals and families with a certificate of guarantee for the security deposit. The landlord is given a guarantee equal to or less than the first months rent. The guarantee assists the tenant financially by not having to pay a security deposit and the first months rent at the time of move-in. If the tenant does not pay the full security deposit to UTH before they move out, their landlord may claim up to the amount of the guarantee for damages or back rent and UTH will pay the landlord for valid claims. The RGP differs slightly from HSGP. RGP assists families and/or woman who are pregnant. The family must be in a homeless situation at the time of application. The guarantee is for an amount equaling up to three months rent. There is an expiration of 18 months from the date of occupancy. The HHARLF provides eligible individuals and families who are homeless assistance with a security deposit and/or first months rent. The deposit or rent is given to the landlord up front in the form of a check from UTH. This is a loan program which involves a re-payment plan with a monthly payment due which must begin within 120 days of the approval date.

As a program of CSCNH, UTH is subject to the overall agency Policies and Procedures adopted by the CSCNH Board of Directors. In addition, as a program utilizing NH-HMIS services, UTH is also subject to the NH-HMIS Policies and Procedures. The following Policies and Procedures, hereafter known as “Unite to Help (UTH) Policies and Procedures”, are the governing Policies and Procedures for the specific services that UTH provides to the citizens in Merrimack County of New Hampshire. |
